Joy is a design and technology leader at GovTech Singapore, specializing in scaling digital innovation from concept to national impact. As a Program and UX Lead, she has pioneered essential public service platforms including GALE, GatherSG, and CrowdTaskSG. Her portfolio spans critical infrastructure, from the GoWhere suite to large-scale government systems like ComLink and CaseConnect.

A recipient of the 2022 PSD Exemplary Innovator Award, Joy blends human-centered design with systems thinking to build inclusive, scalable technology. She holds a Global Executive MBA from the University of Washington and a Master’s in Communications and New Media from NUS.
